The Cape of Dominion is the level 6 wing of the Dark Lord, only for heroes of very high Reset.

A Dark Lord does not ask for obedience, he wears it. The Cape of Dominion was embroidered with the banners of a hundred surrendered armies, and when it opens on the battlefield the enemies feel the weight of all those defeats before the first blow.
